I would implement a project using CDS in the designation of Urban and Regional Development for building locations and styles in Los Angeles. The guidelines would be that prospective developers would have to get approval from the denizens that regularly work or reside in the areas in which new structures would be build. The developers could supply denizens with a model or mockup built in a CAD program in which they could vote. It would be required that at least 40% of the population would required to vote, but a portion individuals that worked in the area (even if they did not live there) would be considered for part of the vote. To ensure quality and ethical compliance, not more than 5% of non-residents votes would be considered. Phase I would be allowing citizens to consider how the aesthetics of the buildings should be selected. Phase II would allow citizen to actually decide which facilities should be selected. Often times in urban areas, some store, complex or facility is constructed when the locals did not request or want it. This causes waste, as not all denizens will then take advantage of the facility. Allowing the citizens to design their direct environment will maximize the quality of life for everyone involved. The business or real estate owner would be satisfied at getting the maximum interest in their location. The citizens would have a higher quality of life because they could both see the results of their collective decisions as well as use the facilities. Everyone can win in this method.
