Good quality and public healthcare available to everyone. 2. Good quality and public education for everyone. 3. Healthy and cultural environment: low pollution, low bigotry, low levels of racism or class division, culture everywhere, low levels of corruption. 3. Stability: I think that it has to be a calm city in terms of crime, and with little conflict at government level. 5. Infrastructure: good public transportation services, good roads, equal opportunities to find good quality housing, good water and energy infrastructure, good telecommunications. Although there is public healthcare, its quality is not great (in terms of time to be attended or space in hospitals). Half of its citizens rely on private healthcare programs. 2. Lima is undesirable in terms of education. Private education has a better image of quality but that is not always true, because private education can be a school in what was a house, with no reliability on the teachers’ preparation. Quality public education is very limited (special schools where the best of the national public schools come with scholarship). It’s more of a business than a service. 3. Lima is tolerable in terms of culture and services, but it’s uncomfortable in terms of pollution (is growing fast), racism and bigotry (still conservative and religion invades the political levels), corruption (lots of). Also, climate is nice in summer but very humid in winter. 4. Lima is not at conflict right now (not a war or internal conflict), but is has crime. Levels of crime (petty robberies, mafia and carteles, government corruption) has increased over the last 5 years. 5. Lima is tolerable in terms of housing, energy and telecommunications. But i’s uncomfortable in terms of transportation services, traffic, roads or water supply (water varies with climate changes).
