The dominant fossil fuels in my country are oil products and (with a big difference) natural gas. Most of the oil products goes for transportation (mostly road) usage and most of the gas goes into industry. I would say that the first policy to be taken in this aspect is to increase the renewable sources of energy such as solar and wind. This should be done both by increasing the amount of such power plants and also by making it easier for the inhabitants to apply it in their houses in smaller magnitudes. Right now they made a tax that the owners of solar panels have to pay extra; I would do the exact opposite. I would also try to focus some of the research into improving energy transport so there are less losses. And finally, a very clear measure should be reducing the road transport energy consumption. For instance, with electric cars, public trams, using trains instead of trucks, increase the advantages of the public transportation so people would use it over cars, etc. All these would reduce the CO2 emissions not only by the reduced amount of energy but by the pollution those vehicles create. To reduce the amount of energy used in industries, the policies taken are a little bit more complicated. It is widely spread between different types of industries so a deeper investigation should be made to specifically determine which could reduce their energy consumption or at least be more energy efficient.
