Sustainable 5. Civic culture Villavicencio is a small city in constant growth, with many problems and lack of urban planning. Due to the situation in the country, Villavicencio has received large number of displaced persons, which generated insecurity and uncontrolled growth where territory has been invaded and illegally built, in these illegal neighborhoods there is no any infrastructure, and the cultural clash between people who arrive and those who were born in the city has resulted in a lack of belonging of citizens by the city.  In search of a sustainable city, it is necessary to order the city and put an end to social inequality, connecting to the city and the neighbourhoods than began as invasion and gradually become legalized, equip them and plan their growth. Educate citizens and generate a sense of belonging to the city.
