A heavily populated tourist area this design decision has been made to give the space back to the permanent residents predominantly families and children of the city as an area to exercise and congregate. Security is also of concern with public areas and in regard to the time of day there are floodlights that although unactivated maybe used at night to give a well lit, bright area in which residents would feel safe and be able to use. Additional information from the photo suggest this is also a pedestrian thoroughfare for both residents and tourists in navigating their was through the city.
