This is a picture from Berlin, taken today, March 18th 2017. Despite only showing a few cars, the fact that all parking lots are used is typical for Berlin. Out of all major cities in Germany, Berlin has the most chaotic transportation system, resulting in heavy traffic and subsequently unnecessary emissions. This is has historic reasons, since Berlin had more transformations since world war 2 than any other major german city. Being a software engineer I would recommend a better data / sofware-driven approach, where e.g. every car driver, bus driver, etc would have access to the best available route to his or her destination at any given point in time. This, however, requires a centralized source of all informations regarding parking space, street traffic, and so on, which is probably not right there yet. Therefore, these need to be measured using sensors, that can detect and make the right assumptions, and report the data to a central server. On this server a business logic process that data and make it available via a mobile app and web interfaces. From such a system other parts of Berlins public infrastructure, such as health / emergency, logistics, etc.
