The picture I took is from a small-Cessna airplane from Biak to Serui. As a Civil Servant of Indonesia, I'm now on my 4-years duty on a remote city called Serui in Papua Province. Infrastructure is very poor, the city just finished giving asphalt and concrete to all of the road in 2016. No broadband connection here, 3G just got in 2 years ago, and of course, no 4G. There is only one city in the entire island, the island it self is bigger than Singapore country. Nearby, there are only villages, and going there is just brutal. There is no hardened roads, only unpaved roads, and some roads are just too dangerous, people here prefers to go by a simple boat whenever possible. I've been here for almost 2 years now, and from my perspective, the city stocks and flows is very low. There are only 3 of them that I count as an important stocks and flow in the city: 1. Food (fish and vegetables) Foods here are scarce. No variation available. But we have plenty of fishes and vegetables. Fishes came from the fisherman, and they sell it at the market. People buy it there, and cook it to be eaten. Then the energy irreversible from there. The benefit of this stock and flow is simply to keep the citizen alive. 2. People (non-locals) Locals of Serui city is Papuan people. And no offence for this people, but they are still very lack of vision for the future. They only think about how they going to live today, and never think about tomorrow. So that's why there are a lot of successful non-locals here. People from Java, Sumatra, and Sulawesi is playing a big role to make the city better. Economy is developing since the Indonesian Transmigration system took place in the 1972. As the transmigration system keeps going on, people like me are just "visiting" Serui for a few years, and then move on to another city. A new generation will come, stay, and goes again after a few years. 3. Land As you can see from the picture, Serui is surrounded by little mountains, hills, and a sea. The buildable area is very small, thus making geographical adjustments inevitable. In just almost 2 years my life here, I saw a hill cuted for roads to be built and there is a side of the mountain destroyed to make place for the houses. These adjustment of geographical element makes the land as a flowing stock. The benefit of this stock and flow is to ensure the development of the city to take place.
