This picture shows three important things: 1. obviously there are much more traffic congestion toward the city center (right lane of the boulevard); 2. number of people on the sidewalks is limited as too large areas are designated for car parking; 3. there are two designated lanes for trams. My proposal would be to use the data on number of different cars that use parking in this part of the boulevard and to use the data (from cell phones for instance) on number of people who walk on the sidewalks in order to decide on expansion of sidewalks and reduction of parking spots. Second, I would suggest to analyze the data on number of trams that use designated area of the boulevard and to consider allowing cars to use (at least one) lane which is now designated to trams during the rush hour.
