1- Las Vegas - 24 degrees warmer. Austin - 15 degrees warmer. Washington - 21 degrees warmer. 2- Comparing Curitiba with the rural areas near the city I do not see much difference in temperature. The city has many green areas, rivers and lakes, making its climate moist and pleasant. But factors that can in the future form islands of heat would be the large number of concrete construction in the city, many high buildings in canyons, great pollution due to Gases released by the use of cars, the increase in the number of polluting industries in the city and the lack of thought in sustainable buildings. 3 - I think the main measures to prevent heat islands, would be the implementation of a more efficient public transport, to avoid the exaggerated use of the car and its fleeting gas. Think of new materials as well as concrete for buildings, light-colored materials that do not retain heat, green roofs and sustainable energies, as we have abundant resources here in Brazil that are not used as they should. Unfortunately, in my region there is no measure to combat the islands of heat, in some articles it is spoken in urban replanning of some cities, implanting more green areas and less constructions, but no preventive measure exists.
