The sector that consumes most Energy in Venezuela, is the transport one. So I would say that the first policy should discourage the consumption of Oil and Gas. In order to avoid the high consumption of these fossil fuels, it is necessary to increase the oil price because if you want to fill your car with oil, in Venezuela, you spend less than 0.50 us. Which is probably the cheapest OIL all over the World. Moreover, I would create a tax for for those who use cars, so that they produce CO2 and do not pay for that. With that money, I would invest in public transportation, which uses environmentally friendly sources of energy. So that as the price of the Oil increases, the demand for it decreases but it generates more economic sources for public investment. Plus the payments of the tax, I would have funds to start implementing a public fleet for public transportation that uses clean sources of energy.
