The building shown in the picture is the address hotel in Dubai, which is currently under construction. While it is being built by a developer from Dubai a lot of the resources used for its construction come from elsewhere. Interestingly, most cement used in the United Arab Emirates is produced domestically and the UAE is a net exporter of cement (source: http://www.globalcement.com/magazine/articles/917-the-growing-cement-industry-of-the-uae). However, some companies are owned by foreign shareholders, e.g. CEMEX UAE. Steel on the other hand is important from a range of countries. Among the biggest exporters of steel to Arab countries are the CIS and China (which account for more than 50% of steel imports into Arab countries). Most construction workers in Dubai are from India, Pakistan, or Bangladesh and come to Dubai in search for higher salaries than in their home countries.
