In the Latin American context the reality about the dependence of infrastructure such as electricity is a major issue in urban planning, because most of our cities lack a plan and program of land management. In addition to the rapid urban growth, which leads to residential land uses where exists danger due to the proximity to high voltage electric lines. For instance the image show us that electrical lines are located in the railway line in front of residential and commercial buildings. Also the size and number of this infraestructure denote the amount of energy that is required to be transported to the periphery where the suburbs and most of the industrial parks of this city are. In this city Monterrey, located in north Mexico -semi-dessert between mountains - and due to the lack of urban design has converted the access to water, gas, and comfort appliances as the most expensive cost of living in Mexico. For example, there are cases where water is pumped to the slope of the existing topography of the area, it is purified at a lower point of the city to later supply new residential areas in the periphery that are in a higher topographic point. What causes higher costs in their production and that in the end environmental and economic costs are very important to society.
