Photo 2 is of Puget Sound taken about 1/4 mile away from photo 1. One of the reasons Seattle is so high on the UHI scale is that it is bordered but large bodies of water, Puget Sound to the west and Lake Washington to the east. Large bodies of water allow heat trails from urban heat islands to dissipate quicker, and help cool the overall surrounding landscape. Relevant details are included in the discussion post.
