The railway tracks are either on the ground, in which case they divide the neighbourhood to two largely disjoint areas, or on a bridge that crowns the street level and thus psychologically dominates the area. This sort of infrastructure actually shapes and constrains the city and makes it less livable, although in principle it could be made energetically sustainable. I cannot see how this infrastructure could be replaced by something less intrusive.
