Registration rules – very strict system of registration policy Whole housing system is very complicated because of registration required for the long term residents. Each flat of house has limited spots for registration (how many people can officially live there). Its very difficult to get a place with registration, it keeps the prices extremely high (a lot of people desperately looking for an affordable place with registration) and makes room for black market with „illegal“ housing contracts. The whole thing is very complicated and not transparent. 5) Why do we move?
