The dependency on the transport infrastructure is different for different means of transport. Although there is a sense of independence when it comes to the use of bikes , there is still a need for a cycling infrastructure. Public transportation , such as the tramway in the photo , is another kind of much needed infrastructure that adds up to the complex transport network of the city. This is why the infrastructure needs to be adaptable and flexible to the shifts in the dependency.
