Suburban dwellers are asked to keep some liters of water available so as to guard against the earthquake risk. As the city grows so do the suburbs and planners must increase the capacity of each link - transport tunnels, water mains and local storage, electricity grid capacity to keep up with this growth. So we can see how the city itself is not simply the sum of its buildings but also wholly dependent on key infrastructure for transport, water electricity and communications together with the services - police, fire services, hospitals and health services and others needed for smooth running of such large population groupings.
