The photo shows two malls fronting each other. The post and high voltage power lines are visible above the street sidewalk of the older mall. This type of electrification is very popular in the Philippines. The wooden posts (popular before the 21st century) have been replaced by concrete monolithic columns which support a number of electric wires in most major cities in the country. The new mall (on the left side) has managed to hide its power line on its facade. Electricity is very important in a city to provide power for energy needs. Just imagine if the lights shown in the photo are not turned on. The city cannot function well.
