Australia is a vast country with a very small density of people in some areas, such as the outback. Some small cities or properties in the outback are only accessible by these unsealed corrugated roads: their inhabitants are especially dependent on them, for instance if they need to go to buy some food in a supermarket or go to work in another town. If those cities want to further develop, they will most probably need to first improve their infrastructure in order to get more accessible.
