I am speaking about the Port Vell of Barcelona (Old Port). I have researched a little bit the evolution and the needs of Barcelona and I would say that 2 factors are the reason of the actual situation. At the beginning of the XX century, Barcelona starts to restructure the own port in order to be able to receive steamships. It had requested an improvement of the infrastructures and a general planning of the se line of the city. The other factor that motivated the evolution of the port has been the desire of Barcelona to be a city open to the world, with the desire of improve its image worldwide. We have 2 important event that generated a structural renovation of the city and the port: 1888 Barcelona Universal Exposition and the 1992 Summer Olympics. In the pictures you can see partially the Port Vell. The infrastructure was created for industrial purpose, but with the new technologies and the new maritime trade, Barcelona had to create new port outside the city, and Port Vell is now a really touristic place, famous for all the restaurants, shops and cultural activities that can offer. All the dock has been built on the see, having to connection to the coast.
