I am no expert in the theme, but it seems to me that territorial design is a tricky topic to deal in São Paulo in view of its size and lack of infrastructure. Due to its intense growth in the last century and its association with the regional economic activities, there is a predominant focus on intra and interurban transportation solutions. Here we can cite the famous "plan of avenues" (1920s and 1930s) and the "plan of expressways" (1971-1972), or even the curious example of Le Corbusier proposal for the city (1929), that consisted of a building with a highway roof in a territorial scale. Nowadays, most of the debates on the future of the city orbit around the expansion of the transportation systems - such as the (slow) expansion of the subway, brt lines or the beltway built in the last decade around the metropolitan region. In order to address broader issues such as zoning, rules, density, etc. strategic master plans were developed. We can cite here the PDI (1972) and the PDE (2002) that was reviewed recently (2013-2014) with some participatory tools such as public hearing, collaborative map, web proposals. But these plans are municipal, so they do not focus on territorial issues. Maybe it is symptomatic that one of the territorial plans of the city that I am aware in the last years is an academic proposal involving a transportation system: the Metropolitan Waterway Ring. It focus on transforming the main rivers of the metropolis in waterways associated with series of public spaces.
