Water is a scarce and expensive resource. I am quite sure the crisis that is emerging in California will yield important changes in policy and behavior that links the city with the surrounding territory. A major source of water consumption in California is agriculture, much of it not viable without cheap water supply. Reduced subsidies for agriculture, real effort behind conservation, changes in lifestyle (e..g rid homes of grass), water recycling and rainwater collection will change how we live in coming decades. It will be fascinating to watch. The article below makes it seem like desalination is not a great alternative in the design of a solution to the crisis in fresh water availability.
