When shifting the bars to customize my score, the scores of the three cities ( Miami, Chicago, Las Vegas) went up for more than 10 points each. What make a neighborhood truly livable is its access and convenience, in oder words is the chance to reach different activities that complement the residencial activity. So in this case that the three cities improve their livability when making more important the neighborhood means that those are cities with a mix land use that allows people to access to residence, commerce, education, culture, work, health, parks, etc. nearby their own houses, which in my opinion is the most important factor that makes us enjoy the place where we live, and that what livability is all about.
