Livability cannot be standardized for everyone. Different parts of the world have different economic and political situations. A country ( or an economic -political boundary) with conducive economic and political situation will have a higher standard of livablity than a country with poor economics and unfavourable political situations. Toss in a good climatic conditions and you can have a recipe for highest liability factor. Countries with bad climatic conditions ( too hot or too cold) need to spend a lot of energy and funds into creating a livable atmosphere.
