Paris is a very busy, big city. I am living here for 2 years and I can easily identify a couple of heat island effects affecting the city. FIrst of all, the air pollution, Paris is famous for its polluted air, many people complained about throut troubles in days when the pollution level was higher. Second of all, it is really noticable the changes in temperatures in the countrysite just next to Paris. Center of Paris in the afternoon I would limited the vehicle movement around the city. Especially during the rush hours and in city center. There are definately too many cars, and often there is just one person in the car, becuase Paris is overpopulated during the rush hours the streets are crowded and this is influencing the heat island effect in the city. In addition, I would propose building green roofs or urban agriculture in order to increase albedo and so, that more energy coming is reflected and not captured. There is a policy for air pollution, but it is valid just when the pollution exeed the peak. At this time, some streets are closed or public transport is free. This policy is helping but it is too slow and unefficient.
