In terms of those characteristics, I consider that Caracas significantly lacks them. It is one of the most unsafe cities in the world, highly polluted, with a poor infrastructure in health and education, and with high rates of poverty. I think the only thing I would rescue from it is its culture, in terms of the talent it harbors. Hardly, about its society, when in reality it takes an immense evolution in its citizens to begin to see changes in its habitability.
