The dominant fossil fuels used in Venezuela are oil and natural gas, both of local production. Most of the gas production goes to the industry, while most of the oil production (not exported) goes to transport in the form of gasoline. I would focus on two main subjects for a new policy: improve public transport and encourage non-motorized mobility. It is completely necessary to encourage the use of more eco-friendly ways into the lives of the citizens in Venezuela. The most basic thing would be increasing the capacity and accessibility of the public transport system. In Caracas, the economic crisis has caused, among other things, an important reduction of public transport units, and many routes have too little units working (maybe 1-2 buses/day) and others are no longer in service. This could be improved by public-private alliances, so that the bus fleet can be augmented and the coverage of the routes increased. On the other side, non-motorized modes of transport should be encouraged as well, but before creating bike lanes or such, safety has to be assured for the riders, because we are talking about one of the most dangerous countries in the world.
