I live in Koropi a city 30 km away from Athens. In my view the most livable cities are: Vienna Zurich Copenhagen Geneva Stockholm The characteristics that according to my opinion make a city livable and resilient are: Stability Education Heathcare Infrastucture Culture and enviroment After the WW II Athens had a big residential requirement, but there wasn't any city planning.So around the old city built the new one anarchically,no parks,very small walksides,narrow streets etc.But the most serious mistake was the absence of antiseismic regulation in constructions(Greece is a seismic country with two or three earthquakes above 6 Richter every year).Because of that the 50s-80s buildings are very dangerous.Therefore Greece has one of the best antiseismic regulation for buildings after 2000s.Also Athens has 20 public hospitals the most of them need renovation and more doctors and heathcare workers.The universities in Athens are only public(9 universities).The libraries are closed in weekends. In the future planning must include better transportation system such as one more airport,more care for the enviroment,the schools must operate with EU standards because now in Greece we have to pay private coaching schools to learn foreign languages,computer operation and train for the exams to university.
