I live in Kerala in India which experiences tropic climate with high precipitation. The incidence of urban rural continuum is evident in the region as we could not demarcate between the urban and rural. Although such a development exist the effect of UHI is greater at regions with denser built up than with rural character. The factors that contribute to the increasing temperature and humidity are unplanned development, use of impermeable materials in construction, emissions by vehicles, cutting down of trees for road widening etc. The measures I would take to reduce the impact of UHI would be (a) Planned development by using building heights and open green spaces in between (b) Providing pedestrian friendly streets and cycle paths (c) Open spaces with the scale of cities (d) Reforestation (e) Providing permeable surfaces. Measures are not taken addressing the UHI effect alone, instead there are strict measures to control development along vulnerable regions such as the wetland protection act, CRZ norms etc.
