Order them placing the most important at the top of the list. * Step 3: Describe the status of your own city in terms of the five characteristics that you listed above. Propose how your city should/could be transformed in relation to these characteristics in order to be more sustainable. Five most liveable cities: - Tampere, Finland - Boulder, Colorado - Perth, Australia - Portland, Oregon - Helsinki, Finland Safety, opportunity, public transportation, and human services, such as education and healthcare, are the key characteristics that make a city liveable. Tampere, Finland scores quite high on many of the above liveability criteria. We have good transportation (including a new tram being built), safe streets, free education, and top-notch healthcare.
