Step 1: The top 5 livable cities I know: 1. Toronto; 2. Istanbul; 3. New York; 4.London; 5. Bahrain; Step 2: Characteristics of a Livable City, in my opinion: 1. Safety; 2. Healthcare; 3. Work; 4. Weather; 5. Arts and Culture Step 3: I live in Tripoli. You will find it near the bottom of most lists. However, to me and according to my own criteria, I would rank it more to the middle, even though i am not a Libyan national. Tripoli needs four main interventions, to transform itself near the top: good heathcare, good education, robust financial system, and stronger utilities services. Things that one would normally think of in a city like this
