First of all, I would create a group of active citizens willing to solve the problem. I would conduct detailed interviews with them to understand what kind of dangers they face. Simultaneously I would talk to the police department. On the 3rd step I would track all the chosen citizen's ways and indicate the dangers along the way. The same would be done with police - they would tell what types of incidents happen in what place. Then with local government I would solve part of the problems - through setting additional lightning, putting videocameras or even a police station (in case I find something really dangerous). According to J.Jacobs, social attention is the most efficient way to prevent crime, so I would increase people presence in places they call unsafe - by putting sport and recreation facilities to deserted areas if people think that they will improve the situation.
