In Moscow there is an 'Active citizen' web-project where different polls take place on the problems of citizenship ant that also affect decisions made by local government depending city planning, events organisation and so on. Firstly, I would create a survey where each citizens could choose and describe a problem that makes them feel unsafe. Secondly, depending on the results i would take actions. This might be lack of lightening or noisy groups of people drinking alcohol or bad neighbours. I would let citizens choose which public spaces need to be modernised first (add lightening, local business, some sport grounds and playgrounds), if there is problem with crime i would initiate installing cameras and put the police on, but in general i believe that the basis of safety is good well-planned public spaces which a lot of people in the streets because sense of comfort increases your feeling safe (even if there is no crime)
