I live in Bhopal, capital of Madhya Pradesh, India. The temperature difference between the city and rural area is up to 4 degrees. The UHI in the city is majorly because of the density of built up in the business districts. In the older parts of the city the UHI is lesser because of narrow streets but in the newly made CBD the effect is greater. However, the periphery is still cooler because of presence of green covered lands. If i were a part of decision makers, i would propose that rather than aiming at making the city "smart" by constructing denser, we should look deeper into configuration of construction. The building bye laws and regulations should be framed carefully for effective results in reduced UHI. At present, No, the UHI is not concerning the policy makers because overall environment of city is cool and green cover is highest among other Indian capital cities.
