1) UHI Effects - Reduced Albedo - Higher Thermal Capacity Materials (like concrete, black surfaces, reduced infiltration and less water to evaporate) - Heat entrapment and wind breaks (90°-angled streets, Tall buildings, GHG emissions) 2) UHI mitigation - Increase albedo, restoring water streams and stocks like rivers and lakes - Optimizating wind circulation - Reduce impermeable and black surfaces and materials with high thermal capacity 3) UHI current policies - Not that I know of...except but SF is on the shore so it benefits the cooling air alizee from the ocean
