London Five characteristics: stability, healthcare, culture and environment, education, infrastructure Status of Moscow regarding theses characteristics: Stability - The police is mostly present only in the city center, that is why in the outskirts crime is higher. Healthcare - Due to the financial crisis since 2014, major cuts in health spending have resulted in a decline in the quality of healthcare services. Almost half of the basic medical facilities have fewer staff than they are supposed to have, with others being completely closed. In addition waiting times for treatment have increased and patients have been forced to pay for more services that were previously free. Culture and environment - Russian culture has a long and rich cultural history, steeped in literature, ballet, painting and classical music, there are daily events worthwhile to attend. Education - In Russia the state provides most education services, regulating education through the Ministry of Education and Science. Infrastructure - Only the quality of railway infrastructure in Russia comes in at a relatively high level. All other areas need impovement in the form of state investement to make the city more liveable.
