What makes a city 'most liveable'? 1. Safety - essentially personal safety 2. Health - good system but also clean air etc 3. Services - road/ public transport etc...also be relaible 4. Costs - cost of living in synch with wages 5. Culture - must have a range my top 5 ...Vancouver / Melbourne / Vienna / Stockholm / Auckland Melbourne would get better if they improved services..esp public transport, there has been a huge increase in population (150K in 2 years) and all services are struggling. There has been big commitment and so govt is on right track but slow to start on this path
