I believe it is important to prioritize citizen retention of data and control of processes surrounding citizen design. This is an example of collaboration, a state recognized on Arnstiens ladder of participation whereby citizens have a high level of control. However, to counter balance this there needs to be qualified sector experts, facilitators and mediators involved in the process. Their roles respectively would be to consult and elaborate on the design process and potential outcomes, facilitate the discussion so actual design can take place and meaningful outcomes can be identified, and lastly so each party collaborates effectively and can continue working though difficulties. There should be a focus on both process and outcome, with careful attention paid to not directing all attention to one or the other. The project should include timely and swift monitoring mechanisms both for the process, outcome, and the projects output.
