1_The new housing law of the Basque Government establishes a portal of consultations on key issues for the generation of future projects via the internet. These basic questions, which guide citizens in their reflections on housing consult the areas established in the current specifications, as well as the real functionality of the rooms. It also establishes a suggestion box where participants can open up reflection and debate on the future housing policy. 2_The first consultation should address the reason for the insecurity, propose topics such as the shortage of lighting, the number of blind spots, ... as a starting point to encourage the reflection of the participants and generate a conclusion about the causes of such insecurity. Once the causes are established through a hierarchical system, generate proposals for resolution of these causes by evaluating the percentage of solutions provided by each proposal; always together with a suggestion box for reflections outside the main thread of the design process. 3_ • Problem detection • Evaluation on the scale of values of the neighbors • Generation of proposals • Evaluation of the proposals as a solution to the problems detected • Submission to the vote of affected citizens
