1. Natural gas and oil are the dominant fossil fuels used in Russian Federation. 2. As we can see on IEA Sankey Diagram natural gas is mainly used for industry; oil is mainly used for transport. 3. As we saw, industry and transport are the main consumers of natural fuel. But the main amount of produced heat and electricity is consumed by buildings - 66.7 Mtoe and 27.1 Mtoe. This is due to the fact that a significant part of Russia is located in a cold climate, so we need a lot of energy for heating buildings. Therefore, energy-efficient structural systems of buildings are needed to save energy and reduce CO2 emissions. I would suggest the government encourage companies that design and build energy-efficient buildings, for example through tax and rent reductions. The second problem for Russia is energy intensity of transport. There are several aspects. First, the rich Russians prefer to buy large cars with powerful engines and high fuel consumption. Secondly, poor Russians are forced to buy old cars with energy-non-efficient engines. Third, bad roads and difficult traffic also increase fuel consumption by transport.I would suggest the government finance new road construction to provide good traffic.
