(4) Transportation The city ranks first in The Sustainable Cities Mobility Index 2017 for its efficient and well-connected metro network. (5) International Connectivity Hong Kong as global city works as an international financial centre. 3. The first measure must be policies on housing affordability. The government should provide subsidies for young people on their rent and first payment on buying the first home. Also start developing brown field to provide more homes. 5.
