In Brazil, for each neighborhood you have an individual Urban Structuring Plan named PEU. This plan is made by the government`s specialists, and often, with no consideration about the citizens opinions. However, since a few decades ago the idea of a participatory system to create this type of plan has been used. In Governer`s Island in Rio de janeiro, the PEU(Urban Structuring Plan) is in progress and it uses the participatory system. The participatory process considers the citizen as an active stakeholder, which has influence over decision-making. The first stage is the data and requirement collection, and them starts the participatory part with the first meeting, exposing to the population, project`s concept and intention. As the project develops and stages are accomplished, more meetings are scheduled and discussions became more intense. Mettings are attempt by Architects, urbanists and citizens willing to be part to the discussion. Every stakeholder were heard. The conclusion of the processes still far in time, but until this moment the process has shown to be effective, because people understand the decisions made and respect them, not as a top-down decision, but as a democratic one. It also brought to our daily life discussions about our neighborhood.
