The picture is taken in the city of Fort Collins, Colorado USA. It shows the foothills of the Rocky Mountains is the back. That is the main resource for wind and percipitation both in Winter as in Summer times. The heat Island effect can be felt within the city, as the city is close to Denver some of the conditions are the same. Fort Collins has a lot less tall buildings, but nevertheless many buildings block the way of the wind and therefor the cooling at night. A big plus of the city is a river, that is flowing thought the city. In combination with the river, there is a huge bike trail system. Both of that allows the city to cool down during hot summer nights. To measure the UHI I would install windpacemeasurements as well as the number of cars coming in the city, as that is a huge factor for an increased UHI in the summer because everyone likes to sit in a cool car and keeps the AC running.
