Down town Santa Cruz is usually hotter than the university campus, however, because of it's proximity to the ocean, and the campus altitude this is sometimes reversed, with Santa Cruz. This is not the case with San Francisco which experiences much great UHI effects than it's surroundings, regardless of its fog cover and proximity to the ocean. Policy: I would advocate for more greenery in urban spaces to act as heat sponges, like in the case of UCSC and its redwood forest. San Francisco could implement much more green spaces to mitigate it's urban heat effect in summer, and aid in keep areas warm in winter.
