I think the government should make a list of common low-cost urban adornments and public spaces which are considered for urban maintenance with trees, plants, gardens, playgrounds, statues, monuments, murals and so on. When somebody passes a site they can propose such an adornment through the app. Afterwards people with the app are alerted to proposals when they pass close to the site and can vote on them. If enough votes in favor are counted than the government places the adornment proposed. Since the site is maintained by the government anyway this could be linked to the normal maintenance process.
