1. The first city in the US that I looked for was San Diego. There the heat island effect of the city was not great, I guess, because San Diego is on the coast. Las Vegas was very impressive. 2. In the city of Zurich, there is a lot of concrete, high buildings and a lot of traffic. There are quite enough parks and other green spaces and the lake to balance the heat, but in the old city it can be quite hot. In my (rural) village the houses are set apart, there are more green spaces and everything is on a smaller scale. 3. It seems difficult in an existing city to mitigate the UHI-effect. You can't destroy ancient buildings. So you would have to minimize privat traffic. You should use the warmth of air conditioners in stead of adding it to the outside air. When tearing down buildings you should think of creating a park area. 4. In our village there is no UHI effect. In nearby cities the UHI effect is small, the climate temperate, I don't know of any policies.
