The UHI in Sacramento is minimal due to urban sprawl. The highest building in Sacramento is 30 floors tall. The density of the city is very low for such a metropolitan region. In order to combat the limited urban heat island effect I believe Sacramento should refrain from building high rise buildings along the river. I believe this would be crucial to limiting the UHI because it will allow for natural ventilation of the city. Additionally, I believe implementing public transportation would decrease UHI as less people would travel via automobile.
