4. If I were the mayor, I would first address the issue of public transportation networks, which are either redundant, non-existent or inadequately interconnected. This would automatically tackle the pollution problem and possibly go a long way to reducing the Urban Heat Island problem, as well as some of the recent trends in tree-cutting for the sake of developing urban infrastructure.
