Greetings, Well in my city I think almost everything is creating or helping the UHI effect. Riyadh is a big city with over 8 million residents and the main sources of the UHI effect are: buildings, cars, trucks, High structures blocking air from circulating, factories and all the machines air conditioning systems. Some of the solutions I would propose to try to reduce this effect and make the city more livable are: 1- Use energy efficient appliances, and use less heat radiating HVAC systems like ( Desert cooling systems, which are perfect for the dry desert climate we have) 2- Install Green Roofs everywhere I could, and motivate the public to install green roofs at their homes. 3- build more efficient electrically powered public transportation to reduce the number of cars on the roads. 4- produce power using alternative energy sources as much as possible. 5- Increase Trees and Plants and forbid cutting them down, and Increase parks and open green spaces in general. I know the government is shifting towards making Riyadh a greener city. The main things that they are focusing on are alternative energy sources and increasing parks and green spaces and the Riyadh Metro which is the biggest metro project in the world.
