Due to the influence of the dense urban development of the city of Tomsk, the temperature in these areas of the city is higher than in the outskirts or in nearby towns. 3. Which are the measures you would propose? Recommendation №1. Increase the vegetation across the city centre particularly with deciduous trees and other vegetation. Recommendation №2. Offer incentives to modernise older buildings. Recommendation №3. Reduce heat loads across the city from commercial equipment by regulating higher efficiency of older equipment. Recommendation №4. Undertake city modelling to consider street canyon design, building height and buoyancy effects. Change development policy and regulation where needed. Recommendation №5. Change the colour of building facades to encourage heat reflection. 4. Is UHI effect concerning policy making in your area? In fact, no one is dealing with the issue of UHI in our city. But, local media raise this topic, speaking about global warming in a broader sense. Local authorities in the construction of new areas of the city and the reconstruction of the old ones pay special attention to green construction and creation of recreational zones in the city.
